Career

His work relates to the analysis of innovation strategies and policies and to the econometric methodology of random coefficients. They are business-focused and recognize the role of the institutional environment or even the capacity of firms to influence this environment. Its research activities continued with national and international communications and publications in classified journals (A, B and C). In 1998, he was given the opportunity to participate in the scientific work of the Ministry of the Economy (in the Department for the Study of Statistics and Industrial Strategies-SESSI) as a scientific advisor. He participated in the development of strategic analyzes of companies and also in the construction of the database now known in Europe and internationally under the name of CIS (Community Innovation Survey). It was in 2003 that he joined the University of Paris 1 Panthéon Sorbonne. He also collaborates as a referee with international classified journals (American economic review, Research Policy, Economic of innovation and new technology, etc.), and as a member of scientific committees of national and international conferences. He supervised several theses and HDR and participated in juries.

He leads two research groups:

- Scientific manager of the international research group INEES (International Networks in Economics and Entrepreneurship for Science). The entities responsible for the promotion and development of INEES within the University of DELAWARE (USA) are: the Horn Program in Entrepreneurship, the Center for Economic Education and Entrepreneurship, and the Department of Economics. (see agreement signed between UP1 and University of Delaware April 2016)

- Director of the “Business Economic Strategy” (SEE) research center at UFR 06 Management and Business Economics in Paris 1.

In terms of collective responsibilities at the University of Paris 1, he has been an elected member of the board of directors (CA) of the University of Paris 1 since May 2016 and he was Vice-President of Means of the University of Paris 1 Panthéon Sorbonne . Within the Faculty of Management and Business Economics, I have been an elected member of the UFR 06 board since 2003 to date. I was also an elected member of the CS and afterwards of the CCS. As such, I am required to make reports on the files of several candidates each year. I was also an external member of the CS of the École normale supérieure de Cachan from 2003 to 2011. I also made several reports.

Director of the SEE research center (Strategy in Business Economics)

The SEE (Strategy and Business Economics) research center is a component unit of the PRISM (Interdisciplinary Research Center in Management Sciences) Sorbonne which was created in 2005 by the merger of research centers in economics and management science. PRISM is positioned in several disciplinary fields and on four research themes: Finance, Human Resources Management, Marketing, Strategy and Business Economics. SEE's research themes are rationalized around two unifying axes: innovation and responsible governance. The SEE cluster brings together 5 university professors, including 4 full professors and 1 emeritus professor, 10 lecturers (including 3 holders of the Authorization to Direct Research) including 9 holders, and 21 doctoral students. Scientific production is significant in volume (nearly 36% of all articles published in peer-reviewed journals classified by Hcéres du PRISM). Thus, with 43 articles in peer-reviewed journals, 23 articles in professional journals, 6 scientific books, 5 scientific book departments, 33 book chapters, 73 communications with publication of proceedings, the SEE pole is active in its fields of research.

Director of the INEES group (International Networks in Economics and Entrepreneurship for Science)

He provides the scientific direction (in conjunction with Professor William Latham on the Delaware side) of a research team made up of several researchers that we have just created within the framework of the Chair of the Americas (University of Paris 1) and three departments of the University of Delaware. The entities responsible for the promotion and development of INEES within DELAWARE are: the Horn Program in Entrepreneurship, the Center for Economic Education and Entrepreneurship, and the Department of Economics. They will be jointly responsible for carrying out one annual INEE conference per year at DELAWARE. INEES's objectives are to organize conferences, promote publications and allow dissemination, particularly via the internet, thanks to its international network, as well as develop a research program for 2016-2020. He will also be responsible for the publication of the group's research activities and may possibly contribute to other research programs by providing international experts and academics. INEES is intended to be a permanent network for the promotion of research on the themes of business economics, entrepreneurship and innovation. The persons in charge are: Professor Syoum NEGASSI (INEES Manager for FRANCE); Professor William LATHAM (INEES Manager for US, Department of Economics); Professor Daniel FREEMAN (Director of Horn Program in Entrepreneurship); Professor Carlos ASARTA (Director of Center for Economic Education and Entrepreneurship); Dr. William GILLES (Director of Chair of Americas). This group has already been working since 2011 on four themes: Entrepreneurship and Innovation; Evaluation of Public Policy of Tax Incentives for Research and Development (cf. Working shop in Paris November 2011); Science Development Department: A Methodological Perspective; Big Data Business Economics Analysis (cf. International Conference on Big Data in Paris May 2013). It will continue to organize two Workshops per year (one in France and one in the United States) to compare these results with other researchers from around the world, as was the case in 2011 in Paris at the Ministry of Research on the R&D Policy theme. Evaluation 3-4 November and in 2013 on the theme Big Data and Organization design, May 16-17. A working shop will take place in Paris on May 25 and 26, 2017 on the methods and results of the evaluation of public policies in support of R&D and innovation. The presentation of studies carried out in other OECD countries, the review of the available tools as well as that of the results accumulated previously, their putting into perspective by the political decision-makers and the use or not they make of them will occupy the center of attention. heart of these two study days during which the results of two French studies will also be presented. People from other French institutions interested in this topic will also be invited to these study days.

Scientific programs management

[2011-2016] Ministry of Higher Education and Research-Department of Research Incentive Policies.

Two studies:

1. “The impact of public funding for business R&D: meta-analysis and international comparisons”.

2. “The evaluation of support systems for business R&D”. Convention No.11 G 600.

The Ministry of Higher Education and Research (MENESR) is currently engaged in the evaluation of the CIR. As such, two econometric studies are currently being carried out simultaneously to identify the impact of the CIR on the beneficiary companies. Paris I University already in charge of two CIR impact studies. It offered two additional services likely to fulfill this objective: the first service consists of the organization of a study day aimed at taking stock of the methods and results of evaluation of public policies in support of R&D and to innovation. The presentation of studies made in other OECD countries, the review of the available tools as well as that of the results accumulated previously, their putting into perspective by the political decision-makers and the use or not they make of them occupied the heart of this study day during which the results of the two French studies were presented.
